Abandoned as an infant for displaying brutally sinister tendencies, the now adult Penguin arises from the sewers and seeks to create mayhem in order to grab control of the city that rejected him. At the same time, a beleaguered and almost murdered secretary transforms herself into the Catwoman and begins her rampage of revenge.


Can Batman rise to the challenge of stopping the combined havoc of Penguin and Catwoman, as well as the villain who hides in plain sight?
